Nor-Cal Reps. Meeting
Minutes - October 1st, 2002

In attendance: Michelle Hanaford; Curtiss Smith; Raydell Barkley; Melissa Seale; Gary Bluth; Mary Shea (CVC substitute for David Bronzan); Ron Whitney; Ross Brosius; Lisa Baudin; Joe Mangan; Sean Laughlin; Gary Shaw
Guests included: Gregg Miller(Modesto Relays Committee), Bob Rush; Gary Dilley; Rick Anderson and Jeanette Powles.
Gregg Miller presented information regarding scheduling, the history of the Modesto Relays and the Nor-Cal Track & Field Championships, and the independent and non-profit organization of the Modesto Relays. He stated that there has been no formal written agreement with the CCAA and that he would do his best to accommodate the community colleges and their concerns (i.e, scheduling, officiating, hotels, and personnel issues).
Motion: The Nor-Cal Track and Field Championships will be held in conjunction with the Modesto Relays for one more year. This motion passed with a 7-4 vote, with one abstention, with the following conditions:
(1) a revised schedule will be made which must be approved by a sub-committee chaired by Joe Mangan.
(2) officials will be provided by the Modesto Relays Committee for all JC events, who will be instructed to abide by JC rules.
(3) Dave Shrock could be involved in the on-site administration of the meet, but not in the promotion of the meet.
The Nor-Cal Trials will be hosted by Merritt College with the assistance of the Bay Valley Conference, on Saturday, May 3rd.
- The Ed Adams Invitational will be moved to March 28th-29th at Hartnell College.
- The American JC Elite Meet will be held in the North—date to be established.
- CSM will host the 2003 Nor-Cal Multi-Events Championships.
Ron Richardson submitted a revised 2003 Nor-Cal Rotational Schedule (Dated 9/27/02). Please destroy the first draft (Dated 8/25/02). Any problems should be addressed to Ron at Sacramento City College.
Permanent Sites for the State Track & Field
Championships:
At the August Meeting in Fresno, it was noted that the COA is in favor of establishing permanent sites for the State Track & Field Championships, which would be based on an annual, North - South rotation.. Any college interested in being considered as a host site, should contact his or her conference rep.
Declaration Process for the State Track & Field
Championships:
It was noted that if a coach learns that if a declared athlete cannot compete after the final declaration deadline, the Nor-Cal Chair (Joe Mangan) must immediately be notified. Procedures can thereby be initiated to possibly allow for last minute, emergency, substitutions.
Women’s Uniform Rule - will not be passed unless there is an added provision for, “…no jog bras.”, which the Nor-Cal Rules Committee supported.
The one-year moratorium on NCAA rules may not pass, but is being considered, because according to the COA, there is an emergency procedure already in place.
Automatic Timing in 2004:
Alert your college’s administration that in order to host a track meet, automatic timing must be provided.
In order to ensure that we will have well-run post-season meets, at the Annual January Conference Reps Meeting, all host colleges must submit the following information: a proposed budget; time schedule; plan for officiating; and other pertinent information.
E-Mail List: The most accurate list available is on the Nor-Cal Stat Site. Please notify your lead conference rep whenever any change needs to be made, in order to keep all of our coaches knowledgeable regarding important announcements.
2003 Nor-Cal Track & Field Qualifying Marks List:
This was submitted by Curtiss Smith and approved unanimously. This will be available to all coaches on the Nor-Cal Stat website. Please note that the Women’s 3000m Steeplechase will not have a provisional mark for one more year.
2003 Nor-Cal Championships Site:
After the recent running of the Shasta Invitational, concerns were discussed regarding the course difficulty, starting line area, and available parking.
Motion: The new, Shasta College cross country course is not an acceptable, postseason, site. This motion was unanimously passed.
Shasta College requested a delay in our final decision to determine if they actually could use their old course, which is an approved site. A determination of the 2003 Nor-Cal site will be made at the 2003 January Conference Reps Meeting.
Once again, the Top 18 teams in each of the Men’s and Women’s Divisions will qualify from the Conference Championships to the Nor-Cal Championships. A conference call between David Bronzan (COS), Curtiss Smith (Cabrillo), Rick Anderson (ARC), and Ross Brosius (Lassen) will determine these teams on the Sunday preceding the Nor-Cal Championships. Individuals placing in the top half of the field at the conference championships will also advance.
The Top 14 finishing teams at the Nor-Cal Championships will qualify to the State Championships at Woodward Park. The Top 30 individuals, who also place in the top half of the field (finishers), will also advance.
