Announcement of new State

Treasurer’s Report:
Sean Laughlin mentioned that there is a balance of $3711.75
in the account, though revenue is down, so are expenses, so we’re in good shape. (see notes on page 2 regarding increase of
college assesments)
T&F Season Review:
Congratulations to Lisa Bauduin(SCC) for her team’s state championship and her being awarded the State’s Wm’s Coach of the Year. Congratulations also to COS’s men’s third place.
Nor-Cal T&F Finals in
conjunction with Modesto Relays:
Relays Meet Director Gregg Miller spoke on how he and his committee have tried to continually improve the meet, and are committed to a partnership with the community colleges.
It was stated by Smith and Shaw on how they would prefer to hold the javelin at the Nor-Cal Finals even if it meant holding the event on the grass on the MJC’s west campus. Anderson of ARC said that if the javelin were to be contested off tartan at the Trials, the schedule would be tight. Mangan mentioned that in the past, both high jumps have gone straight to finals which would free up the HJ/Jave. area at ARC during the trials. It was concluded that the location of the javelin finals would be decided at the Nor-Cal seeding meeting when the Nor-Cal baseball seedings are known in addition whether the HJ will hold trials at ARC.
· JC Meet Headquarters: Smith suggested that the JC’s have a separate meet headquarters where coaches can meet and information dissimilated.
· Awards Ceremony: Mangan stated on how the awards presentation should be tightened up similar to the CCAA last year. Mangan volunteered to help.
· After meet BBQ: Miller mentioned that it is proposed that the Relays host the Nor-Cal teams at a BBQ after the meet as was done for the CCAA the year before. There was concern that if it was hosted too late after the conclusion of the Relays portion of the meet (4:45pm) many schools would have already had to depart. Miller stated that he would work on beginning the BBQ earlier for the JC’s.
Nor-Cal T&F
Standards:
Curtiss Smith presented the 2004 Nor-Cal standards, and after some discussion the wm and men’s steeple provisional marks were amended. The amended standards were adopted by a vote of 8-0, and Sean Laughlin will post on the www.norcalstat.com site.

Nor-Cal Rotational
Schedule:
Mangan presented the Nor-Cal rotational schedule drawn up by Ron Richardson, and the schedule was adopted by a vote of 8-0. The schedule was e-mailed 6 October to all coaches, and is posted on www.norcalstat.com .
Automatic timing: Concern was raised regarding the use of hand times in lane events as the Nor-Cal Reps. last year adopted a position that this upcoming year no hand times would be allowed for Nor-Cal rankings.
Proposal by Gary Bluth: All marks not FAT in lane events from any meet must be submitted to Joe Mangan and OK’d by a coaches committee (at least one representative from each conference) before those hand timed marks can be posted on Direct Athletics and used for Nor-Cal rankings. Seconded, by Shaw, and passed by a vote of 5-3.
Nor-Cal Combined
Championships Qualifying:
In light of cost containment restrictions, it was proposed, and passed 6-0-2 that the number of qualifiers be at last nine (9) contestants, and to fill the field to 12, a competitor must then meet the Nor-Cal standard.

Brosius brought up the fact that Shasta College with its renovated facility and the GVC coaches may wish to host post-season competitions. The committee asked Brosius to approach the Shasta program to come to the winter meeting and make a proposal. Post season sites were adopted by a vote of 6-0-2
State Coach and assistant
Coach Awards:
It was proposed and adopted that a small sub-committee assigned by Mangan meet at the seeding meeting and forward four names for each position (two per gender) for voting at the Nor-Cal finals and forwarded to voting at the state meet by the entire association.
Coach and Athlete Hall of
Fame:
Raydell Barkley will be nominated for the 2004 season, and
due to health concerns, will be recognized at the Crystal Springs Invitational
on 18 October. For additional coach or
athlete nominations, all names must be given to Mangan by 1 March, and then
inductees will be determined by a committee of Joe Mangan, Jean Snuggs, and
Gary Bluth. All nominations carry
over. Those athletes previously
nominated are: Stacey Dragila(Yuba), Eddie Hart (Contra Costa),
and Tyke Peakock(Modesto)
Post Season Entry
Procedure:
In light of last year’s problems for some colleges to enter athletes by the deadline, solutions were discussed such as having one conference rep. responsible for making contact with conference coaches. It was suggested that the seeding meeting be moved to a later time on the Sunday before the Nor-Cal Trials. It was also discussed what penalties would be levied if coaches ailed to meet he entry time lines.

Invitational Meet Notes:
ARC Rick Anderson noted that in order to help schools with budget reductions, ARC would cut down on the number of T-shirts awarded at the Beaver Relays, and charge approx. $50.00 entry fee per team.
Sierra College course marking: Bluth mentioned a concern of adequate markings at the Sierra College course since during the Beaver Invite. held at Sierra College, several lead runners inadvertently took a wrong turn off the course. Bluth noted that perhaps spectators inadvertently blocked the correct route. Rick Anderson, the Nor-Cal Meet Director, will place monitors at all of the strategic locations on the course for the Nor-Cal Meet. In addition Bluth expressed a concern about the numerous ruts and lack of maintenance on the course. Anderson replied that Sierra College would not allow him to do any work on the course. Bluth will bring this concern to the attention of the COA Cross Country Rep, Gary Dilley.
Qualifying for Nor-Cal Cross Country Championships: Bluth noted that there is currently a problem with our qualifying procedure, due to the fact that this year the GVC and the CVC have fewer than 4 teams. Consequently, it is possible that not the best Nor-Cal teams may qualify for the post-season. He suggested that in the future that each Conference Champion would automatically qualify for the Nor-Cal Champs. If a conference had 6 or more scoring teams, the top two teams from that conference would automatically qualify. The remaining qualifying teams would be selected on at at-large basis by a sub-committee, comprised of one representative from each conference. Item did not come to a vote.
Qualifying procedures for
2004 season:
Teams: Each conference will be allowed to advance teams to the Nor-Cal Champs based on the following formula: 40% of scoring teams in the Conference Championship plus 1 (rounding up any fraction).
Individuals: There shall be the same number of individuals qualifying to the Nor-Cals from each conference as there are teams who qualify. In light of these guidelines, coaches should strive to have as many full scoring teams at their championships possible.
Standardizing of
invitational entry fees:
In order to make future budget planning easier, Bluth suggested a common 2004, entry fee for all Nor-Cal invitationals. After a brief discussion, the amount proposed by Bluth was $40.00 per team, and $3.00 per individual after 8 competitors. Motion was seconded by Brosius and passed by a vote of 8-0-0.
2003 State Meet entry Fees: Bluth mentioned that due to the decreased number of participants, and the fixed costs for hosting the State Meet, the 2003 entry fees will increase from $7.00 to $13.00 per contestant. Mangan suggested that Bluth approach COA cross country chair Gary Dilley and ask the COA for additional funding, since they stipulated the reduction in participants.
