Minutes of the Nor-Cal CC-T&F Conference Representatives Meeting
Present: Bay Valley Conference: Lisa Baudiun, Raydell Barkley, Melissa Seale, Ron Whitney; Central Valley Conference: Dave Bronzan, Gary Bluth; Coast Conference: Gary Shaw, Joe Mangan, Curtiss Smith; Golden Valley Conference: Ross Brosius.
Gary Bluth called the Cross Country portion of the
meeting to order at 10:36.
Proposal (G. Bluth): To consider the addition of future sites to the Nor-Cal XC Championships rotation. Motion Passed (8-0 vote)
Criterion to be included in the rotation is:
scheduled Nor-Cal Reps Meeting.
In 2002, Modesto and Hartnell have requested that their sites be studied for possible inclusion into the Nor-Cal Championships rotation.
The Nor-Cal Reps would appreciate as much feedback as possible from all of the coaches who enter the following 2002 invitationals:
Modesto Challenge – date TBA
Toro Park Invitational – Oct 19
Call for teams to test out the new Shasta course, which will host the Nor-Cal Champs in 2003.
CC Nor-Cal Champs. site rotation for the next four years:
2002: Sierra College, Rocklin
2003: Shasta College, Redding
2004: Woodward Park, Fresno (not if
Fresno is still hosting State Champs)
2005: Crystal Springs, Belmont
Proposal (C. Smith): To establish a Conference Rotation (similar to the current T&F post-season rotation) for the hosting of the Nor-Cal XC Championships. Motion Failed (6-2 vote)
Proposal (G. Bluth): In the future, when individual coaches are asked to vote on emergency issues that require immediate action, votes should simultaneously be sent to both Nor-Cal Chairs. Motion Passed (8-0 vote)
This past December, the insertion of a bye week between the Nor-Cal XC Champs and the State XC Champs, was considered an emergency issue. Gary Judd (Sierra College) requested that the date be set for the Nor-Cal XC Champs ASAP, to reserve the course prior to the end of the fall semester.
Informational Item: Regional Qualifying to the State XC Champs:
The
South strongly opposes the North’s 2001 Position Statement to limit the number
of qualifying teams to 10 from each region.
The South contends that they have a definite elimination process currently in place from their conference champs through the So-Cal Championships. Apparently their argument will be further strengthened in 2002 with the addition of several new XC programs. They hope to have a minimum of 40 colleges that offer XC programs this fall.

Mangan called the T&F portion of meeting to order at 11:45am:
· There are no major T&F schedule changes.

Gary Shaw passed out upcoming Ed Adams meet schedule,
and Dave Shrock passed out a revised Nor-Cal Finals schedule (which as been revised yet again...see
attachment) with hotel list.

Discussion regarding the Nor-Cal Trials schedule with a
request to Meet Director Ken Grace to spread out the throwing and jumping
events at least 90 minutes apart between genders to better reflect the state
meet time schedule. VOTE: 10 in favor, 0 against.

In a subsequent motion, it was suggested that the start
of throwing events be staggered to allow for less congestion for
weigh-ins. VOTE: 7 in favor, 0 against.

· 2002 Nor-Cal Finals at Modesto: Joe mentioned that the Modesto Committee is willing to provide as much space as requested in program, and Joe suggested that each conference highlight at least two athletes, with photos taken at conference championships and shorts bios submitted to Relays Committee for inclusion to program by Friday, 5 May, for inclusion
There can also be a short article of explanation inserted regarding the community colleges, and opportunities to a community college education.

New Head Coaches:
· Retiring Head Coaches: Jim Linthicum (De Añza)
· 5CTCA Hall of Fame nomination: Pat Ryan (Santa Rosa)
· USTCA Hall of Fame nomination: Al Beata (American River)
· Nor-Cal Seeding Meeting: Sunday, 28 April at Delta College. With the advent of DirectAthletics, there is less focus on entries, though it is agreed that the meeting still take place to discuss current matters. Perhaps some Reps. from further away can be consulted via conference calls?
· Rotational meets: Ron Richardson wishes to know if school want to keep the 2 rotational meet format as opposed the previous year’s 3 rotational meet format. Item was tabled for Reps to take back to conference and will be decided at Fall meeting.
Ken Grace forwarded a proposal that each school pay $115.00 to the Nor-cal treasurer to be distributed to each rotational host school for expenses, with approx. $400.00 left over for Nor-Cal administrative expenses. The BVC is in favor. Item tabled to ask conferences for input and will be decided at fall meeting.
· Handbook: Joe has competed the Nor-Cal Handbook started by Jim Linthicum and Jean Snuggs.
Each rep. was asked to look over, and provide input with Mangan distributing an electronic and ‘hard copy’ to each college. Nor-Cal Secretary will distribute each subsequent edition.
· NCAA Rule interpretation: No new rules are of a major impact. Though it was noted that our state by-laws now allow for review of videotape for the adjudication.
It was suggested by Gary Shaw that this be a placed on the State Association agenda in August for a voting motion that we, the California Community College allow for a one year ‘buffer period’ before an NCAA rule is automatically adopted by our association.
· Nor-Cal Standards review: marks were reviewed, and felt that the marks reflected adequate standards, though at the seeding meeting the committee should endeavor to create heats in events to allow for an equable qualifying process. The men’s 1500m was highlighted. There was a concern regarding the wm 10k qualifying, though it was noted that more women participated in last years Nor-cal meet.
· Nor-Cal Rep. Responsibilities: It was noted that each Nor-Cal Representative should stay until the conclusion of the meeting. VOTE: 7 in favor, 0 against.
