Treasurer’s Report:

Sean Laughlin reported that the treasury was in good shape with a current balance of $2187.00 with bills paid.

Rotational and invitational adjustments:

2003 Post-season sites:

Coaches are reminded that men must have 8 marks completed and women 5 marks competed before entry cut-off date, though marks can be updated until Sunday before competition.

Joe will speak with Bob Rush on method to declare potential competitors early.

Note: As Merritt has an 8 lane track, only 24 top Nor-Cal marks shall advance to the Nor-Cal trials in both track and field events, not 27 as in the past.  This is a one-year alteration.

In the HJ & PV, all ties shall be broken as to only advance 12 competitors the finals, not all ties as in the past.  This will need to be made a Nor-Cal by-law change.

Gary Bluth calling for the question to accept the schedule as is, and it passed unanimously.

Up-to-date schedule and information is posted on www.norcalstat.com and www.modestorelays.org

2004 Post-Season Sites:

2005 State Meet site:

Upcoming season rule changes:

§   Uniforms: It was noted that the rule change requiring singlet touching the uniform pants was still in effect

It was also noted that beginning this T&F season every school must have some sort of              identifying logo, initials, name, or symbol representing the college on the uniform.

12:17pm: Cross Country portion of meeting called to order by Nor-Cal CC Chair Gary Bluth

§         2003 Cross Country Schedule: Gary Bluth began by passing out a tentative 2003 invitational schedule and asking for additions and alterations.  Gary will work with Dave Shrock to finalize the schedule and get a version out by March.

§         Bye week before Nor-Cals:  Should we maintain the 2003 Cross Country schedule with a bye week before the Nor-Cal championships?  After additional discussion Gary Bluth called the question.  The motion passed 7-5.

Post Season Qualifying: Ross Brosius noted that the coaches Association has forwarded a ‘form 5’ (legislation change) proposal to the COA stating that the 5CTCA unanimously supports the following post season cross country qualifying procedure of qualifying 10-14 teams and 30 individuals to the State Meet from each region.  Ross detailed the approval procedure with a videoconference before the COA March meeting.

Ross noted that we would stay with qualifying 14 teams form each region in 2003 unless the proposal is adopted in March.

General items for discussion:

Hall-of-Fame nominations: All nominations must be submitted to Joe Mangan/Jean Snuggs by the Beaver Relays.  Those making nominations should include supporting information and background, with a  photo.

Those nominated thus far are:

Coaches: Dave Stern, former MPC Coach

Athletes: Stacey Dragila, former Yuba heptathlete; Eddie Hart, former Contra Costa 400m runner

Officials: Chuck Skow (posthumous): long time San Joaquin Valley statistician and official

State Coaches Association Business: Effective at this State T&F Championships in May Vice President Doug Wells (Cerritos) will assume the association presidency, and will nominate a treasurer and secretary from the southern region.

Ross noted how we need to come up with a nomination from the north to serve as the vice president for two years with Doug before becoming association president in 2006.  We need to do this by the T&F State Meet.

New Facilities in Nor-Cal: Peralta District: Merritt (site of this year’s Nor-Cal Trials), Laney, Alameda (no program), and Shasta are still working on their facility.

Full-time positions frozen due to the state budget crisis:

Sacramento CC, Shasta, West Valley

12:58pm: Meeting adjoined with Joe Mangan thanking Ross Brosius for ably representing the State and Nor-Cal interests to the COA while serving as Association President for the past two years.

Next informational Coaches Meeting: State Championships at Chabot College, 16-17 May
