Minutes of Nor-Cal Conference Representatives Meeting
at American River College on Tuesday, 2 October, 2001
Item
1: Election
for the Nor-Cal Chairperson (One-Year Interim Position during Jean Snugg’s
sabbatical leave).
Result: Due to a deadlocked (6-6) vote, the following compromise was reached to everyone's satisfaction:
Gary Bluth (Fresno City College) will be the Nor-Cal Chair for the sport of Cross Country and Joe Mangan (College of San Mateo) will be the Nor-Cal Chair for Track & Field, effective immediately.
Item 2: Dave Shrock (Modesto Jr.
College) was nominated to be the Nor-Cal Secretary (One-Year
Interim Position).
Result: Passed (12-0).

2. Discussion item #1
Motion to look into the feasibility to have the NC finals at Modesto JC
in conjunction with the Modesto Relays. Chair will discuss with Dave Schrock.
With final proposal put forth at that the Jan '02 meeting. This should be an
agenda item at all future conference meeting. With pro and con arguments
discussed at the NC meeting.
3. Discussion item #2
Payment of USATF officials. At this point So-Cal USATF officials have
asked for reimbursement (stipend and meals) to area colleges and clubs for officials
that work So-Cal meets. Pacific association has not asked for compensation at
this time.
4. Discussion item #3
Bought to the attention of the group that at NC finals last season
certain NC rules were not correctly enforced by the games committee and meet
referee. Discussion centered around that we need to update our NC bylaws and
have copies given out to the NC coaches body. In addition, have copies
available to future games committee/referees. So that they maybe aware of were
our rules differ.
5. Discussion item #4
Curtiss Smith handed out the proposed 2002 standards for entry into the
NC trials/finals. This should be posted on the website ASAP.
6.Discussion item #5
Motion to change the current NC procedure for qualification into the NC
decathlon. Currently one way to qualify is to have marks in 8 events. Motion
was put forth to keep it at 8 events. But 4 of the mark must be for the first
day. And another 4 from the second day. This should be a discussion item at
conference meetings. And should be voted on at the Jan '02 meeting. This change
would be effective in the '02 season.
7. Housekeeping item
It was brought out that all future NC committee agenda items
should be brought forth from conference reps. These should be items that have
already been discussed at a conference level meeting.

Proposal
1. Change
the distance that is run and increase the number of races to multiple distances
for championship meets (Men: 8K and 4K; Women: 6K and 3K).
Result: This
proposal failed (12-0). Reasons cited: (1) our current small squad
sizes especially among the woman does not warrant adding additional races,
(2) it may be difficult to alter existing courses to accommodate these
changes and (3) a comparison of traditional times on established courses would
no longer be possible.

2. Insert
a bye week prior to the State Championships.
Result:
Sent back for a conference vote (one vote per college).

3.
Various formats for discussing the number of teams to qualify for the State
Championships from the Regional Championships were discussed.
Result: The most popular option
(9 out of 12 votes) was as follows, "10 teams from the Regional
Meet plus the top 30 individuals (not on a qualifying team), who place in the
top 50% of all finishers will qualify to the State Championships.
This is simply a position statement
by the North, which will be discussed with the South.

4. Moving
the invitational meets to later dates in the season.
Result:
Gary Bluth will find out if Woodward Park is available for the Fresno
Invitational during the third weekend in September.

5. Moving
more cross country meets to Saturdays instead of Fridays.
Result: Sent back to each conference to learn how many
colleges are now or soon will be on a Monday-Wednesday, Tuesday-Thursday class
schedule, which means no classes on Fridays.

Adoption of site for the Nor-Cal Championships or 2002!
Result:
Shasta College will be the host site, and at this time we will not consider
adding any new colleges into our established rotation.
Informational Item: The NCAA Uniform
Rule (Sec. 2 - Article 1, p.58) regarding uniforms will be enforced at the
State Championships:
"Bare midriff tops are not acceptable”. (Note:
The uniform top must meet or hang below the waist band when the competitor is
standing.)
